New Appointments Give Brookfield, Bethel Stronger Voice At State Capitol
HARTFORD- As the General Assembly convened its 2007 Session this week, State Representative David A. Scribner, R-107th, has been appointed by House Minority Leader Lawrence Cafero, R-142nd, as an Assistant Minority Leader in the House of Representatives. Rep. Scribner was elected to his fifth term representing Brookfield and Bethel on November 7. His new duties will include developing policy for the House Republican Caucus. He will also work with fellow caucus members to build consensus on issues before the General Assembly.
“Throughout his tenure in Hartford, David has proven dedication to his district and the job of state representative,” Rep. Cafero said. “He has also shown outstanding leadership talents during the past four years as Ranking Member of the Legislature’s Transportation Committee and will clearly be even more effective as an Assistant Minority Leader. I look forward to working with him in that capacity.”
In fact, Rep. Scribner will continue serve as Ranking Member (House Republican Leader) of the Transportation Committee. In recent years, he has championed public safety measures in the Department of Motor Vehicles including teen driving restrictions, and participated the crafting of major transportation funding legislation. The Transportation Committee has cognizance over all matters relating to the Department of Transportation, including highways and bridges, navigation, aeronautics, mass transit and railroads; and to the State Traffic Commission and the Department of Motor Vehicles. In addition, he will serve as Ranking Member of the Legislature’s Transportation Bonding Subcommittee, which establishes priorities for funding transportation projects.
“I’m honored to receive this appointment,” said Rep. Scribner. “I look forward to the additional responsibilities and ability to be an even stronger voice at the Capitol for Brookfield and Bethel. Also, the additional leadership appointments will allow me ensure that western Connecticut’s needs remain a priority as the state moves forward with overdue transportation upgrades.”
Rep. Cafero has also appointed Rep. Scribner to serve on the Legislature’s Public Health Committee and Finance, Revenue and Bonding Committee. Rep. Scribner currently serves as the State Team Leader to address underage drinking and substance abuse, a position he was appointed to by Governor M. Jodi Rell 16 months ago.
The Public Health Committee has cognizance of all programs and matters relating to the Department of Public Health; the Department of Mental Health and Addiction Services and the Department of Mental Retardation; the Office of Health Care Access; and all other matters relating to health, including emergency medical services, all licensing boards within the Department of Public Health, nursing homes, pure food and drugs, and controlled substances, including the treatment of substance abuse.
The Finance, Revenue and Bonding Committee crafts legislation to establish Connecticut’s tax codes. It has jurisdiction over all matters relating to finance, revenue, capital bonding, fees and taxation. The committee also has cognizance over employer contributions for unemployment compensation and all matters relating to the Department of Revenue Services and the revenue aspects of the Division of Special Revenue.
