State Representative Lawrence G. Miller, R-122nd District, rear, third from left, and other state legislators and officials join Governor M. Jodi Rell at the University of Connecticut Health Center as she signs legislation initiated by Rep. Miller that could lead to the establishment of an umbilical cord blood bank in Connecticut. Umbilical cord blood is a rich source of stem cells, which can be used to treat blood-related cancers as well as several genetic disorders that affect the blood and immune system.
